Frank Rodriguez appears in Blood In, Blood Out. He was the killer of David Seung.
Frank was blackmailing David to steal passwords to bank accounts so he could steal money from the executives at Cedar Creek Equities. David wanted to stay out of trouble, so Frank shot in him the back. Frank and one of his employees went to Agent Cho's house and forced Cho to watch as his girlfriend got beat up as a means to frame Cho's old gang.
